The country of Japan is a speaker credited at the beginning of the first clause, but the Japanese Ministry of Defense is credited at the end of the clause.

When it uses English, the Japanese government prefers to spell defense with an s.

My rewrite: “Japan’s Chief Cabinet Secretary, Yoshimasa Hayashi, said that a Russian military aircraft violated Japanese airspace three times on Monday near northern Hokkaido. Aircraft of the Japanese Self-Defense Forces fired flares in response to the third incursion. This is the first time the SDF has fired flares at Russian aircraft.”
