Competence Versus Competency

Are they truly synonyms?

We tend to use competence more generally than we use competency. It’s more natural to say, “He needs a competency to succeed,” than it is to say, “He needs a competence to succeed.” Omit the article, and the second sentence feels natural, but the meaning changes from the specific to the general.
